Impact’s mission
Impact Sailing Foundation identifies, funds, connects, and amplifies opportunities through sailing — for youth and adults across Annapolis and Baltimore, with priority for those who face barriers to the water: no boat, no club, no connection.
Sailing is an open sport on closed water. Age, gender, race, ability, or income shouldn’t decide who gets to sail, compete, and build a future on the water. Every program serves that same mission: a first sail, real skills, offshore experience, and the careers and confidence that come with them.

Every program here starts with someone who never had a way in.
What your gift supports: Today, gifts go only to the Crew Connect Racing Fund, held and controlled by Spectrum Sailing, a 501(c)(3). The fund supports sailing education, free to eligible participants without access to the sport: coached instruction, classroom and boat systems training, sailing events, and a pathway to certifications and careers — the kind of training described in our Offshore & Keelboat program. It was founded to become Impact Sailing Foundation’s first program.
Your gift is made to Spectrum Sailing, Inc., a 501(c)(3), as fiscal sponsor of Crew Connect Racing, and is held in the restricted Crew Connect Racing Fund. Spectrum has final discretion and control over all gifts, issues your tax receipt, and retains an administrative fee.
Gifts pay for program sessions, coaching, and training for eligible underserved community members — never for passage. Eligible participants pay nothing.
Best Boating Annapolis (Best Boating Supplies LLC), a for-profit company owned by Impact founder Shane Kilberg, is the program’s operator under the sponsorship agreement. Best Boating can be paid only under a separate services agreement approved in advance by Spectrum’s disinterested board, based on documented rate comparisons; Shane takes no part in approving or paying Best Boating. Other qualified providers may be engaged as the program grows. Crew Connect, Best Boating’s crew-matching service, is separate and not part of the charitable program.
The program was founded to become Impact Sailing Foundation’s first program. Impact plans to apply for 501(c)(3) recognition. Once recognized, the program and its remaining funds are expected to transfer from Spectrum to Impact — or, if that isn’t possible, to another 501(c)(3) with a similar charitable purpose, as the sponsorship agreement provides.
By giving, you acknowledge these terms. Questions: impactsailingfoundation@gmail.com
Every gift is received by Spectrum Sailing, a 501(c)(3) that runs free sailing camps for autistic kids and adults — our charitable home and a cause we support — and designated to Crew Connect Racing. Spectrum issues your tax receipt.
